oh wow. this will follow my "too many scandals" theory, though - as the horrific government messups increase in number and scale, each one eclipsing the next, we'll forget to follow up on the previous ones until finally, no one is accountable for anything.
fucked up. who's accountable anyway when a promotion is an answer to a problem and a scandal is solved by sumssumsumsums. i think someone always ends up being held accountable--the scapegoat--someone usually "innocent," less culpable, and certainly with less to lose than the high-level officials who tend to be behind this shit.
